
I. PLANNING & CONSTRUCTION OF FEDERAL PROJECTS
State Road Bridge over Ashtabula River CH 25 G (PID#18518):
The project consists of the realignment of State Road and the replacement of
the bridge crossing the Ashtabula River. Ongoing planning has resulted in
environmental clearances including a wetland, parkland and the study of alternative
alignments. Currently environmental permits are being obtained and prepared
by MS Consultants. Engineering and preparation of plans, specifications and
construction estimates are being prepared by the County with anticipated
finalization of PS&E and Authorization to advertise by December of 2005.
Federal funding is limited to $5,000,000. Balance of funds will be OPWC,
and or MVGT. Total preliminary estimate is $5,822,000.
Old Plank Road CH 525 C Bridge Replacement (PID#?????):
The project involves the replacement of the old Bailey Bridge over the Grand
River in Windsor Township. Programmed for 2009, the current focus for this
project is administrative only. The project estimate is $615,000.
Callender Road TH 550 A Bridge Replacement (PID#?????):
The project involves the replacement of a steel truss bridge over the Grand
River in Hartsgrove Township. Programmed for 2010, the current focus of the
project is administrative only. The project estimate is $1,630,000.
II. ROAD WIDENING & REHABILITATION
Cork Cold Springs Road CH 14 E-H:
The completed portions of this project include widening pavement and shoulders,
re-setting ditches and upgrading drainage structures and systems, and several
sections of vertical realignment to meet current ODOT design standards. Final
surface paving and seeding & mulching activities will be completed in
2005.
Schenley and Columbus Ave. CH 28:
The County Engineer has agreed to partner with the City of Ashtabula for this
OPWC project. The county portion will involve the widening and resurfacing
of Columbus and Schenley Avenues. Additional project components will be minor
repairs and replacement of bridge railing on the Fields Brook Bridge. The
county portion of this project will be $81,396.00. Funding will be $32,558.00
(40%) MVGT funds and $48,837.00 (60%) OPWC.
Clay Street CH 16 H-I:
Planning and plan development will be completed in early in 2005. Design elements
will include widening pavement and shoulders, re-setting ditches and upgrading
drainage structures and systems. Construction will begin in 2005. This project
is funded with OPWC and MVGT funds. The estimated construction cost is $385,011.00.
Callender Road TH 550 B (Rome Township):
Engineering Staff will prepare plans for the OPWC improvement project for Rome
Township. Project consists of roadway improvements, widening, drainage and
alignment as necessary to meet current ODOT and ASSHTO standards.
Cox Road TH 531 (Windsor Township):
Engineering Staff will prepare plans for the OPWC improvement project for Windsor
Township. Project consists of roadway improvements, widening, drainage and
alignment as necessary to meet current ODOT and ASSHTO standards.
Cook Road TH 403 (Ashtabula Township):
Engineering Staff will prepare plans for the OPWC improvement project for Ashtabula
Township. Project consists of roadway improvements, widening, drainage and
alignment as necessary to meet current ODOT and ASSHTO standards.
Clay St & SR 45 Intersection, third lane:
As time allows the engineering staff will be doing preliminary work on plans
for the widening of the westbound approach to SR 45 on Clay St.

IV. MAJOR BRIDGE REPLACEMNT AND REHABILITATION:
Callender Road Bridge TH 550 B 1.8:
This project consists of the replacement of an existing 35-3 steel beam bridge.
Proposed structure will be twin 96 Reinforced Concrete Pipe. Funding is
OPWC and MVGT with an estimated cost of $140,000.
Russell Road Bridge TH 176 E 0.5:
This project consists of the replacement of an existing 28-5 steel beam bridge.
The proposed structure will be a galvanized steel beam bridge with a timber
deck. The proposed bridge will utilize one of the existing abutments and
require one new abutment. Funding is OPWC and MVGT with an estimated cost
of $52,030.00
Wiswell Road Covered Bridge Rehabilitation:
The rehabilitation of the bridge has been underway for two years. The project
began by repairing and replacing abutments and piers. The bridge has been
straightened and reset on the new foundations. The structure has been strengthened
by the installation of glue-laminated timber girders and new floor beams.
The bridge was reopened for traffic in 2004. The remaining work consists
of laying a sandstone face on the south abutment and south pier. Work should
be completed in the summer of 2005.
Tannery Hill CH 30 A 0.0:
The project consists of the replacement of the existing 107 steel truss bridge
over the Ashtabula River near Cederquist Park built in 1918. The proposed
structure will be a galvanized steel truss bridge approximately 135with
timber deck on new steel piling supported stub abutments. Minor vertical
realignment of the roadway will be required. Funding is OPWC and MVGT with
an estimated cost of $628,900.00.
Creek Road CH 149 E 1.09:
The project consists of the replacement of an existing 27 steel beam bridge
and timber deck. The existing bridge is posted for load reduction. The proposed
structure is undecided but this location is a possible candidate for fiberglass
superstructure funded by I.R.B.C. funds available through M.F.G.
Mill Road TH 106 H .80:
County forces will replace the existing 27 steel beam bridge and timber deck.
The proposed structure is undecided at this time. This bridge is currently
posted for load reduction.
New London Road TH 217 E .36:
The project will be to replace the existing 22 steel beam bridge and asphalt/steel
deck. The proposed structure is undecided at this time, but could be a possible
candidate for fiberglass superstructure funded by I.R.B.C. funds available
through M.F.G. This bridge is currently posted for load reduction.
V. 2004 CULVERT PROGRAM
Stumpville Road TH 185 D .18 Emergency Culvert Replacement:
The existing 12 sectional plate pipe arch pipe washed out last summer during
a severe rainstorm, and will be replace by two rows of 10 reinforced concrete
pipe. Emergency funding through OPWC has been obtained for replacement. The
grant will purchase materials and the replacement, by count forces, will
begin in the summer.
Creek Road (TH 149 K .4), Andover Twp
Replace the existing 4 cast iron pipe with 54 dia. x 56 reinforced concrete
pipe.
Gibbs Road (TH 270 A 1.5), Andover Twp.
Replace the existing 5 corrugated metal pipe arch with reinforced concrete
pipe.
Forman Road (TH 78 F .9), Austinburg Twp.
Replace two existing 4 concrete box culverts or rework as part of the Clay
Street OPWC project. Proposed 128 of 38 x 60 elliptical reinforced concrete
pipe. Preliminary design depends on availability of Right of Way.
Marrian Road (TH 183 A, Dorset Twp.
Replace the existing 5 corrugated metal pipe arch with 60 dia. reinforced
concrete pipe.
Footville Richmond Road (CH 12 I .09), Morgan Twp.
Replace the existing 10 steel beam bridge with large diameter reinforced concrete
pipe.
Johnson Road (541 B .95) Orwell Twp.
Replace the existing 4 corrugated metal pipe arch with reinforced concrete
pipe.
Hayes Road (147 A .05), Wayne Twp.
Replace the existing 8 sectional plate pipe arch with reinforced concrete
pipe.
Hague Road (555 G .8), Colebrook Twp.
Replace the existing 6 corrugated metal pipe arch with reinforced concrete
pipe.
