POLICY: It shall be our intent to maintain all county highways in passable condition to the extent time, money, equipment, and prevailing conditions permit.

TYPE OF SERVICE: It shall be our procedure to plow all roads one round to initially open the road. The second round will be made to widen the roads. During periods of heavy snow, plowing should be done only in the traveled portion of the highway. At the time the storm has subsided, plowing should be done to widen the roadway and intersections. Ice control material shall be applied after or during the first round, depending upon the nature of the snowfall. Ice control of anti-skid materials should be applied only on hills, curves, bridges, intersections, and railroad crossings. Certain roads will be F.L.I.C. (Full Length Ice Control) roads, when traffic counts exceed 2000 vehicles. Currently, the following roads qualify:

Ashtabula-Ausitnburg Road (CH 19)
Eagleville-Jefferson Road (CH 14)
Jefferson Road (CH 150)
State Road (CH 25)

Obstruction of the Highway by Snow

Where landowners, or their agents, plow driveways and leave a deposit of snow in the highway, this becomes an obstruction. The hazard is compounded by freezing and further solidification.

IF, in a drivers opinion, a real hazard exists, the driver should report the name (if known) and the house number to the county garage. The Sheriff will be informed and he will contact the property owner to tell them to remove the obstruction and desist the practice. Upon second notice, the sheriff may issue a citation for violation of Ohio Revised Code 4511.74.
